THE Victorian bushfire emergency will get worse before it gets better, Premier John Brumby has warned.
"We've still got fires that are not contained," Mr Brumby told ABC TV on Monday night.
"There is a huge effort to get them under control.
"Tragically, we will have more deaths later this week."
For the first time, Mr Brumby linked the fires to global warming.
"There's clear evidence now that the climate is becoming more extreme."
The royal commission into the fires, announced earlier on Monday, would look at everything from planning laws to what caused the fires.
"How they started, how the fire effort went, all those issues."
The Victorian government and authorities' long-standing approach of advising people to have a bushfire plan ready to either stay to defend their homes or leave well before the fire became a threat had in many cases not saved people at the weekend.
"I think when the time comes to examine in-depth all of the issues that occurred on Saturday, obviously fire policy will be one of those areas," Mr Brumby told Fairfax Radio Network earlier on Monday.
"I think our policy has served us well in what I call normal conditions," he told ABC.
"These were unbelievable circumstances."
Mr Brumby earlier in the day announced there will a Royal Commission into the state's devastating bushfires.
"It will look at everything," he said.
Mr Svigos said details of the commission would be released later this week.
The death toll from the fires stands at 131, but authorities have warned to expect more casualties.
