SURVIVORS of the Kinglake inferno are being allowed to return to their homes after an angry stand-off with police this morning.

Police confirmed a partial road opening since 1.30pm Tuesday after frustrated residents demanded to be allowed to return to their homesteads to survey the devastation wreaked by deadly bushfires, the HeraldSun reported.

A crowd gathered at a blockade on the road into Kinglake from Whittlesea after morning radio reports suggested they would be allowed back to the shattered township.

Having consulted the CFA, VicRoads and the local council, police have confirmed it will now be possible for people to enter "a limited area".

The Whittlesea-Kinglake Road will be the first to open as it is considered safe from both a fire threat and road infrastructure perspective.

However, many arterial roads leading off the Whittlesea-Kinglake Road are not yet open and will remain closed until further notice.

A restricted speed limit of 40km/h will apply along the road.

Essential services have been let in first to deliver critical supplies such as power and water before residents will be allowed home.

Flowerdale resident Trevor Nolte left his home around 4pm on Saturday when the bushfires came through and hasn't been back since.

Mr Nolte said he was angry at the misinformation.

He said the ABC was broadcasting a message saying people with genuine reasons to go back to Kinglake would be given a pass to go up to see what they had to do.
