DESPITE the north-south pipeline inching ever closer to completion, the pluggers are still plugging away.
The Plug the Pipe protesters hope this painting by Eaglehawk artist Christine Arnott will help the cause.
Christine took her inspiration from surrealist Salvador Dali, the man of the melting clocks.
Depicted is a masked robber sucking water from Eildon's catchments and someone, who looks uncannily like John Howard, spewing it out on to Melbourne's gardens.
"He's supposed to represent bureaucracy but I got a little carried away with the eyebrows and the glasses so he looks like John Howard," Christine said.
And is the masked man John Brumby?
"Well it could be but the figure really is just meant to represent the Government."
