VICTORIA'S farmers have called on the State Government to spend $250 million to standardise the rail freight network.

In its pre-budget submission to the Government, the Victorian Farmers Federation also called for $165 million over eight years to breathe new life into the Rural Infrastructure Development Fund.

It also said the Government should exempt farmers from the land-based municipal rating system, abolish stamp duty for young farmers buying their first property and consider building new dams.

"It's an election year and so a perfect opportunity for the Government to show some commitment to agriculture," Mr Broad said.

"It was country Victoria that threw out the last government because it took country Victoria for granted.

"This budget could be this Government's last opportunity to prove that it doesn't also take the country for granted."

The VFF also called for:

$20 million over four years for a Regional Small Business Incubator program.

Innovation grants to help the farm sector deal with climate change.

$5 million for an awareness program on sharing regional roads with farm machinery.

$5 million for a land stewardship pilot project to identify ways to reward farmers for enhancing biodiversity on their land.
