THE new Murray-Darling Basin plan is a "train smash waiting to happen", according to the National Farmers' Federation.

NFF president David Crombie said the plan aimed to balance economic, social and environmental outcomes.

"All indications are that this balance will be non-existent," Mr Crombie said.

"From what we have gathered, the agenda within the Murray-Darling Basin Authority is to apportion the environment all priorities, with agricultural production getting what's left over."

Mr Crombie said NFF members were only being consulted by government now - four months out from the release of the plan - about its socioeconomic effects.

"At this stage it's heading for disaster," Mr Crombie said.
