PLANNING Minister Justin Madden is facing a legal challenge to his approval of taller turbines at a controversial South Gippsland wind farm.
Japanese company Mitsui is preparing to build the 52-turbine Bald Hills Wind Farm 10km south-east of Tarwin Lower.

In December, Mr Madden granted approval to Mitsui to increase the height of the turbines to 135m instead of the 110m specified in the original permit.
But the Tarwin Valley Coastal Guardians has asked the Victorian Civil and Administrative Tribunal to refuse the height extension at a hearing scheduled for July 7.
Group spokesman Tim Le Roy said the community had been "denied procedural fairness by both Mitsui and the Minister for Planning".
A spokeswoman for Mr Madden said the issue was a "matter for VCAT".
The project was at the centre of controversy in 2006 over claims of political interference from the then Federal Environment Minister Ian Campbell.
Mr Campbell was accused of using supposed threats to the critically-endangered orange-bellied parrot as a pretext to block the project to win votes in the marginal seat of McMillan.
