Tim Gaynor, of Inverleigh, said he, along with others in the community, had been campaigning for significant upgrades to the 28km stretch of road for more than three years.
"It is the worst bit of road by a mile in Victoria," Mr Gaynor said.
"They've built the Western Ring Road around Geelong and have not taken into consideration the increase (in traffic) that is going through the Hamilton Highway.
"Now the highway is just not putting up with the amount of trucks going out there and heading west, basically."
Golden Plains Shire mayor Jenny Blake said there were significant potholes on the stretch of highway, which was used by a high amount of traffic including trucks, agricultural machinery and school buses.
She described the road as an "absolute disgrace".
"It's just disastrous," Cr Blake said.
"It needs a major upgrade and it also needs passing lanes between Inverleigh and Geelong because it is a narrow highway at the best of times."
The Weekly Times has called on the federal and state governments to put extra funds into repairing rural roads.
