Ms White filmed the slaughter of Australian cattle in Indonesia. The footage was used in the ABC's Four Corners program which lead to the temporary suspension of Australia live cattle trade to Indonesia.
The council's biography states Ms White showed "bravery, tenacity and stamina."
"Her work has resulted in a ban on the live sheep trade to Egypt, pre-slaughter stunning in Jordan's major abattoirs and a commitment to the banning of sow stalls in Australia by 2017," it read.
Also vying for the South Australian title is social justice advocate Robyn Layton QC, surgeon Associate Professor Susan Neuhaus and artistic director Garry Stewart.
The South Australian awards will be announced on November 15 at the Adelaide Oval.
Winners of the state awards will compete for the national awards held on January 25 in Canberra.
