AT LEAST 13 people will be questioned at a special round of Queensland flood inquiry hearings.

This includes several dam engineers who have already given evidence.

The commission had finished holding hearings and was due to deliver its final report on February 24.

Queensland Premier Anna Bligh granted Commissioner Cate Holmes an extension to investigate fresh allegations the dam was mismanaged and the wrong operating system was being used.

The inquiry will hold at least nine days of hearings from tomorrow in a bid to determine if it missed key pieces of evidence and whether the operators of Wivenhoe Dam misled the commission.

Reports in The Australian and Courier Mail newspapers say that days before the devastating floods in Ipswich and Brisbane, dam operator Seqwater failed to move swiftly enough to a higher water release strategy designed to protect urban areas from inundation.

It has also been alleged key documents were changed following an emergency meeting of Ms Bligh's cabinet.

Yesterday it was revealed the former head of Ms Bligh's department and her water minister have been asked to provide sworn statements about the dam's operation by today.

But Ken Smith and Stephen Robertson are not among those listed to give evidence before the inquiry.

Department of Environment and Resource Management staff will appear before the inquiry, but the opposition says Ms Bligh should also be questioned by the commission.

Wivenhoe Dam engineers John Tibaldi and Rob Ayre, who were both questioned during the first round of hearings, will be the first to give evidence.

A further six Seqwater employees will give evidence.

At least three peer reviewers of the Seqwater Flood Event Report have been called on.

In a statement issued late yesterday, a spokesman for the commission said "other witnesses may be called".

The commission, which made 175 recommendations in its interim report in August last year, is due to deliver its final report on March 16.

At least 35 people died when more than 70 per cent of the state flooded last summer.
